Voice 4 Deptford wrote to the Mayor of London Sadiq Khan pointing out that the Outline Planning Permission (OPP) for Convoys Wharf has timed out. Consequently Convoys Properties Limited should be informed and the development stopped.
Our understanding is based on technical points drawn from planning laws. They are very important, because of the length of time (up to 15 years) it will take for this development to be completed.
The letter, first sent to London Borough of Lewisham in May, has been under active consideration by the legal team at the Greater London Authority. The Mayor of London’s immediate response has been to say that the start of the development has already been ‘implemented’ and that therefore the Outline Planning Permission has not timed out. Voice 4 Deptford has written back to ask the mayor to explain what he means by ‘implemented’ and where he disagrees with our explanation of why the development has timed out in relation to reserved matters applications. London’s Mayor also opened up the possibility of working with local groups in Deptford to ‘refresh’ the development. The new draft London Plan has a policy of Good Growth which aims to bring a balance between density and the need for good design and green open space. Voice 4 Deptford is now actively exploring this option.
